Joseph (Joe) Messineo is Of Counsel for Barnhouse Keegan Solimon & West. Joe primarily counsels tribes in areas in which there are significant issues involving complex federal and state government regulations related to tribal sovereign immunity and housing operations. Joe has nearly 20 years’ experience in federal Indian law, taxation, administrative law and state-tribal relations. As a former Assistant District Attorney for the State of Arizona, Joe has extensive knowledge of state regulation and taxation as well as the Tobacco Master Settlement Agreement, and tobacco statutes and regulations.
He has represented clients in federal, state and tribal courts throughout the United States and maintains professional licensure in several courts and jurisdictions. Joe holds a B.A. from University of Nebraska-Lincoln and a J.D. from Creighton University School of Law, where he graduated Cum Laude and received the CALI Award for Excellence in Contracts I, Trusts and Estates I and Criminal Procedure.
